Insert the following new Clause—
“Review
(1) The Secretary of State must undertake a review of the effectiveness of this Act.
(2) The review must refer to —
(a) the effectiveness of the Act in increasing the number of public lavatories in England and Wales; and
(b) the effectiveness of the Act in increasing in particular the number of accessible toilets in England and Wales.”

Page 1, line 8, at end insert —
“(4J) Where, on a chargeable day, the hereditament consists of a publicly funded building that is—
(a) open and accessible to the public; and
(b) contains spaces which are wholly or mainly public lavatories,
the chargeable amount for the chargeable day is reduced in proportion to the space provided for public lavatories as a proportion of the total area of the heriditament.”

(2) The review must refer to—
(a) the effectiveness of the Act in increasing the number of public lavatories in England and Wales; and
(b) the effectiveness of the Act in increasing in particular the number of accessible toilets in England and Wales.”
